What we do

Strategic Area 1 of the FORCLIME 4.0 (TC Module) provides policy advice and support for the preparation and improvement of relevant regulations and planning documents for sustainable forest management and biodiversity conservation at the national and sub-national levels.

During its implementation, Strategic Area 1 of the FORCLIME (TC Module) provides policy advice and support within the area of forestry planning (forest governance), climate change mitigation (REDD+, NDC targets), forest/biodiversity conservation, the implementation of FMU policy and regulations, ecological fiscal compensation (transfers), the implementation of gender-related policy and regulations, as well as harmonizing national and provincial regulations as part of the promotion of SFM.

Our goals

We are aiming to improve national and sub-national forest policies, regulations and guidelines in line with principles of good governance as they apply to the forest sector, climate change mitigation and biodiversity conservation.

The achievement of this objective by 2023 is to be measured through three indicators:

  1. Nine new regulations under the Forest Act at both the national and regional levels are supported and available for adoption;
  2. In six dialogue formats, the Ministry of Environment and Forestry has agreed with local stakeholders on an adjustment aimed at harmonizing the autonomy statuses of the provinces of Papua and West Papua with national legislation within the forest sector; and
  3. Five Forest Management Units (FMUs) have each implemented five gender equality measures that feature in their work plans.

How we work

Our advisors working at the national and sub-national levels can draw on the experience that they have gained during previous work within the fields of forest policy and planning, climate-change mitigation and biodiversity conservation. Support for policy development and strategic decision-making processes is based on a good understanding of local forest governance issues gained through our field presence. Adjustments to the implementation of sustainable forest management in line with the current policy may also be proposed. The participation of relevant local stakeholders is an important factor in the development and implementation of FORCLIME 4.0 strategies.

We also emphasize cross-sectoral, intra- and inter-institutional cooperation in order to improve forest governance in Indonesia. In addition, our advisors participate in national, regional and international conferences on forest governance, climate change/REDD+ and biodiversity conservation in order to share the valuable lessons that they have learnt, as well as to foster exchanges in relation to current developments and innovative approaches.
