What we do

FORCLIME provides assistance relating to the promotion and implementation of an integrated management system within the Lore Lindu Landscape. FORCLIME focuses on supporting the implementation of forest management units, agricultural landscapes and development areas/villages within the buffer zone of the Lore Lindu Landscape. FORCLIME’s advisory services are built on the framework of the biosphere reserve and support biodiversity conservation and sustainable forest management that ultimately benefit and contribute to the welfare of communities, as well as help to reduce the amounts of greenhouse gas emissions produced by Indonesia's forestry sector.

FORCLIME’s assistance focuses on:
  1. Policy development initiatives that relate to biodiversity conservation and the management of protected areas, biosphere reserves and forest management units;
  2. Institutional strengthening of community forestry and conservation, forest management units and protected area management within the scope of the biosphere reserve;
  3. Promoting the development of priority products that derive from the forest ecosystem, agroforestry system and ecosystem services; and
  4. Promoting best shared-governance practices for community-based biodiversity conservation and protected area management, biosphere reserve management through a multi-stakeholder forum, community forestry and agroforestry.

FORCLIME’s assistance is in line with Indonesian Government policies, as well as international conventions on conserving biodiversity and natural ecosystems within the scope of biosphere reserves in order to ensure the provision of beneficial services to communities, the economy of the country and beyond. The biodiversity and protected area management measures developed and supported by FORCLIME follow a collaborative-management approach, as stipulated under Ministry of Forestry Decree No. 19 of 2004, Ministry of Environment and Forestry Decree No. 85 of 2014 and Forestry Decree No. 83 of 2016. The ultimate goal is to implement Law No. 5 of 1990 on the conservation of life-support systems, protecting plant and animal species and their ecosystems and ensuring the sustainable use of biodiversity and related ecosystems in order to improve the lives of communities, as well as Law No. 41 in 1999 on forestry in order to promote sustainable forest management.

Our goals

Within the strategic area of Biodiversity and Support Forest Program III, FORCLIME is aiming to achieve the following objectives: The Forest Management Unit (FMU) framework (FMUs focusing on production, protection and conservation) within the Lore Lindu Landscape has adopted and is implementing the national biodiversity conservation strategy in order to support the realization of strategic forestry sector targets that relate to climate-change mitigation and adaptation.

Indicators for measuring these achievements by 2023 encompass the following:
  1. Appropriate policy framework for Biosphere Reserve Management that should be developed and socialised;
  2. FMUs and other relevant stakeholders operating within the Lore Lindu Landscape/Biosphere Reserve should have the capacity to develop and implement integrated biodiversity conservation, sustainable forest management and community development strategies;
  3. FMUs and relevant stakeholders should accept and make use of the Lore Lindu Biosphere Reserve Logo as the brand under which local sustainable products will be produced;
  4. FMUs and relevant stakeholders should learn from model or demonstration plots about conservation partnerships, community forests, agroforestry and sustainable agriculture;
  5. Priority products from FMUs and communities should be developed, promoted and marketed through the use of the biosphere reserve brand/logo;
  6. The Lore Lindu Biosphere Reserve Management Plan or Road Map should be developed and socialised.
  7. The Biosphere Reserve Management Forum should be functioning and should hold regular meetings twice a year.

How we work

FORCLIME advisors, supported by collaborating partners and consultants, are supporting stakeholders within the Lore Lindu Biosphere Reserve area. In order to learn about the advantages and disadvantages of various conservation measures, the results from on-going activities, outputs and possible impacts on biodiversity, forest and agricultural landscapes, as well as on the institutions and livelihoods of local communities, will be compared with best practice examples from other Biosphere reserves in Indonesia. Through a detailed consideration of the socio-cultural aspects of communities and existing government policies, the implementation of a collaborative Lore Lindu Biosphere management regime is being supported.

Findings or lessons learned from these processes will serve as the basis for further policy analysis and formulations aimed at improving biodiversity and protected area management practices, particularly under the framework of biosphere reserve management.
