The Kapuas Hulu District Government, West Kalimantan supported by GIZ on behalf of the German Ministry of Economic Cooperation and Development (BMZ) launched the Conflict Resolution Desk (DRK) initiative on 25 July 2017 at National Park Betung Kerihun Danau Sentarum in Putussibau, Kapuas Hulu. The launching event, was attended by 83 participants, aimed to popularize the Conflict Resolution Desk, seeking a shared base of commitment and to officially announce its various functions and tasks.
The Conflict Resolution Desk (DRK) of Land and Natural Resources was established through the Kapuas Hulu Decree No. 110 Year 2017. It is comprised of an Advisory Board, a Secretariat and a Mediation Team. The Community and Village Empowerment District Agency (DPMD) functions as secretariat. At the initiative of FORCLIME and the Working Group of Tenure (WGT), the mediation team is trained in conducting multi-stakeholder mediations in land and natural resource conflicts in Kapuas Hulu. The mediation team is composed of 24 representatives of local government institutions, customary community (Adat) and local NGOs. After a 2-year pilot phase, DRK will be ready to receive complaints and to conduct mediations in the regency.
The formation of the Conflict Resolution Desk was one of the recommendations of previous studies conducted by the WG-Tenure Team and FORCLIME on resolving conflicts in the land and natural resource sector.
