Following up previous meeting on the evaluation of young forester programme (Bakti Rimbawan) 2021, the Human Resources Planning and Development Center (Pusrenbang) of the Ministry of Environment and Forestry (KLHK) together with FORCLIME conducted a coordination meeting on 23 June 2021 to discuss preparation for the evaluation of the programme. The meeting, which carried out online and offline, was opened by Dr Iwan Setiawan, the Head of Planning, Development and Evaluation of non-apparatus HR, Ministry of Environment and Forestry.

The evaluation of the Bakti Rimbawan programme will focus on the following subjects:
1. Analysis of the scope of work of the Bakti Rimbawan programme;
2. Analysis of the programme impact to the Forest Management Units (KPH);
3. Challenges and constraints of the Bakti Rimbawan Programme, including pre-placement, post-placement, and the impact of the Ombudsman law and the Government Regulation 23/2021 toward the Bakti Rimbawan programme;
4. Sustainability and exit strategy of the Bakti Rimbawan Programme, including policies, institutions, and programmes.

One of the keys that will determine the success of the 2021 Forest Service Program evaluation is the determination of the location. There needs to be representation from provinces that are ready and not ready to finance the Forest Service Program independently. During the meeting, Dr Iwan Setiawan proposed criteria for site selection based on 1) Revenue Sharing Funds for Forestry Natural Resources-Reforestation Funds (DBH-DR) from provincial governments; and 2) FMUs that are already financially independent. In this case, there are four provinces that can be used as models, namely the Special Region of Yogyakarta (DIY), Central Kalimantan, North Kalimantan, and East Kalimantan. Some other potential provinces are Lampung, West Nusa Tenggara, West Kalimantan, Central Sulawesi, Papua and West Papua.

“Of course, we want to see how big the impact and the presence of this Bakti Rimbawan Programme towards the FMU, as well as its sustainability. Additionally, we want the Program to be adopted by the provincial government as well. We hope that there will be alternative policies for the Programme in the regions that we can propose after evaluation result is completed," said Dr Iwan Setiawan.

The coordination meeting also agreed on a schedule for the evaluation. The evaluation report is expected to be completed in September 2021.

Communication and synergy between GIZ projects have been acknowledged as one of the key elements that contribute to the success of project implementation. This spirit brings FORCLIME (Forests and Climate Change Programme), PROPEAT (Peatland Management and Rehabilitation), SASCI (Sustainable Agricultural Supply Chains in Indonesia), and SASCI+ (Sustainability and Value-Added in Agricultural Supply Chains in Indonesia) together in the first internal joint conference that was held on 14-15th June 2021 in the Microsoft Teams, attended by more than 40 participants. The conference was opened with the general updates from the Principal Advisors of each project and continued with thematic topic presentations on HCV screening, community-based activities, natural resources management, Landscale assessment, and sharing session on project knowledge management.

“One of the added benefits of this conference in addition to the technical knowledge being shared, is that somehow we could get to know each other better and this may result in better informal communication across the projects.” said Per Rasmussen, the Principal Advisor of SASCI, during the closing statement of the conference.

The Planning Bureau of the Ministry of Environment and Forestry as FORCLIME’s project executing agency together with representatives from the Secretariat of the Human Resources Extension and Development Agency (BP2SDM) and FORCLIME Team visited the Environment and Forestry Training Center of Makassar (BD LHK Makassar), South Sulawesi on 16 June 2021. During the visit, representatives from the Planning Bureau explained that FORCLIME which runs from January 2021 to December 2023 has working areas in Central Sulawesi, Papua and West Papua. FORCLIME’s Program Strategic Plan for the period 2021-2023 and Work Plan for 2021 have been signed and ready to be implemented.

Adding to information from the Planning Bureau’s representative, FORCLIME’s Program Director conveyed that since the authority of capacity development for the Eastern Indonesia region is under the coordination of BD LHK Makassar, FORCLIME will assign the Strategic Area Manager for Human Capacity Development, Edy Marbyanto; and a Development Adviser, Daniel Maertz, at the BD LHK Makassar. The placement of these two personnel is expected to support BD LHK in human capacity development in the Tanah Papua. In response to this, the Head of BD LHK Makassar welcomes the plan to place FORCLIME personnel in BD LHK Makassar and will provide a workspace, however, currently still being renovated along with the renovation of other part of the building at the Training Center premises. Therefore, temporally FORCLIME team will use other available room.

During the visit, FORCLIME Team and other guest groups visited the Tabo-tabo Training Forest that managed by the Training Center and is located about 60 km from Makassar city. Representative of BP2SDM Secretariat mentioned that BP2SDM is currently pushing the synergy between the Makassar LHK Training Center and the Makassar Forestry Vocational High School (SMK Forestry) in the development of Tabo-tabo Training Forest. in the school year 2021-2022 they plan to place some students and study at the Tabo-tabo Training Forest with applying health protocols. The study in the field is expected to increase the effectiveness of teaching and learning activities during the pandemic. FORCLIME is expected to contribute positively to the development of the Tabo-tabo Training Forest as facility of training, research and empowering the surrounding community.
