The Papua Provincial Forestry and Environment Service, supported by FORCLIME and other development partners (Global Green Growth Institute-GGGI), held a recent coaching clinic that addressed the preparation of Long-Term Forest Management Plans (RPHJP) for four Forest Management Units (KPH) operating within the province of Papua, specifically: KPHP Unit XXI Lintas Sarmi-Mamberamo, KPHP Unit XXIII Sarmi, KPHP Unit XXVIII Jayapura City and KPHP Unit XXIX Keerom. This activity was carried out in hybrid mode (i.e. online and offline) on 16 – 17 November 2022 and was opened by the Head of the Forestry and Environment Service, Jan Jab Ormuseray, S.H, M.Sc.

This clinic represents one of the chosen ways of disseminating Minister of Environment and Forestry (LHK) Regulation No. 8 of 2021 on Forest Management and the Preparation of Forest Management Plans and Forest Utilization in Protected Forests and Production Forests. The coaching clinic was held in order to provide direction and guidance for the RPHJP preparation team within the KPH regarding the stages and processes involved in the revision and preparation of the planning document.

Resource personnel present at the technical guidance event included then following staff members:

• From the Directorate of Forest Utilization Plan Development (Ministry of Environment and Forestry-MoEF), the Head of KPHL Area Modeling Sub-Directorate, Mr. Drajat Kurniadi, S.Hut, M.Sc., presented materials on forest management policies and the preparation of forest utilization directive maps in production forests and protected forests in order to foster the planned utilization of forests.
• From the Gender Mainstreaming Working Group (MoEF), Ms. Ernawati Eko Hartono, S.Hut., M.Sc., precented materials that related to gender mainstreaming in forestry planning. This session discussed how to integrate gender issues into forest management activities, including in FMUs.
• From the Directorate of Forest Utilization Plan Development (MoEF), Chairperson of Working Group II sub-directorate of FMU Development, Ms. Ir. Eleonora Poerwanty, M.M., presented materials that related to the preparation of the RPHJP through the RPHJP information system and which also discussed matters relating to the preparation, evaluation and ratification of the RPHJP.
• From the Center for the Utilization of Forest Areas and Environmental Management for Region X Papua (MoEF), Mr. Rahmat Suprianto, S.Hut., presented materials that related to spatial analysis regarding the planning of forest areas in FMUs.
• From the Papua Province Forestry and Environment Service, Mr. Ridwan Atmojo ST., M.Sc., explained the importance of forestry planning at the KPH level. In addition, he also explained that 84% of villages live in forest areas, which means that the community and the forest are closely related. In forestry planning it is, therefore, necessary to pay attention to various social aspects.

During the discussion, participants debated the following challenges in relation to forest management in Papua:
- The management area is quite wide and access is often very difficult.
- The amount of human resources available does not match the area, while the number of technical personnel is also limited, for example in special fields: GIS.
- Facilities and infrastructure. There are still FMUs that do not have their own office spaces (and that are therefore still renting), as well as limited work equipment, including operational vehicles.

During the meeting, the Head of KPHP Boven Digoel, Mr. Ade Jhon Moisiri, S.Hut., shared his experience of preparing the RPHJP. The Boven Digoel KPHP is the only KPH in Papua and indeed in Indonesia that has completed the preparation of the RPHJP document based on Minister of Environment and Forestry Regulation No. 8 of 2021.

“With the expansion of the province, the FMUs will be divided into new provinces. The existing FMUs in Papua Province must be used as an example for newly formed provinces, both in terms of forest planning and as part of efforts to utilize non-timber forest products," explained the Head of the Papua Province Forestry and Environment Service when opening the event.

As a follow-up to this technical guidance activity, each FMU will now revise its RPHJP. This also includes FMUs that are being supported by FORCLIME, specifically: KPHP Unit XXI Lintas Sarmi-Mamberamo and KPHP Unit XXIII Sarmi.

The West Papua Conservation and Natural Resources Center (BBKSDA) is currently engaging in the preparation of the Encyclopedia of Protected Areas: Biodiversity and Ecosystems in West Papua. In an effort to ensure the quality of this book, FORCLIME offered its support to BBKSDA in the areas of editing, book design, layout and printing from 29 October to 6 November 2022.

The new encyclopedia will reflect the richness of the natural biodiversity in the BBKSDA working area. In addition, the book will also address the socio-economic and cultural conditions of traditional communities living around the BBKSDA area. The purpose that underlies the compiling of this encyclopedia is an effort to increase public awareness of the importance of protecting West Papua’s natural and socio-cultural wealth.

The West Papua Natural Resources Conservation Center is a technical implementing unit of the Ministry of Environment and Forestry in West Papua Province and its working area encompasses 28 conservation areas within both land and maritime environments.

Following up on the Irian Porcupine or Echidna (Zaglossus bruijnii) identification survey, which was carried out from 17 October to 1 November 2022, the West Papua Natural Resources Conservation Center (BBKSDA) and FORCLIME held a coordination meeting on 11 November 2022. The purpose of this online meeting was to discuss and analyze the results of the Echidna identification survey prior to the compiling of a survey report, and the meeting was opened by the Head of the Technical Section of the West Papua Natural Resources Conservation Center, Mr. Tasliman, SP., MP.

The results of the echidna identification survey are set to be written up in journals and a book. In this regard, the meeting participants agreed to compile two journals, one of which will address the morphological characteristics and distribution of the echidna habitat within the Beriat Natural Tourism Park (TWA), South Sorong, while the other will tackle perceptions of the communities living around the Beriat TWA regarding the echidna. Writing for these journals will be compiled during the remainder of 2022. Meanwhile, discussions of the book will commence at a later date.

A Guide to the Implementation of the Irian Hedgehog Survey will also be produced in the future and will draw on the experiences of the echidna identification survey. A special meeting will be scheduled which will address the production of this guidebook.

The immediate follow-up to this coordination meeting, however, will involve the completion of the above-mentioned two journals by November 29 based on the mutually agreed outline.
