The Production Forest Management Unit (KPHP) of Sorong Selatan held a recent coordination meeting with FORCLIME in an effort to develop an activity plan that will be jointly implemented during 2023. The meeting was chaired by the Head of the KPHP Sorong Selatan, Mr Reynold Kesaulija, S.Hut., M.Sc., and was held on 21 January 2023 in Sorong, Southwest Papua Province. The meeting discussed work planning, including the preparation of the Long-Term Forest Management Plan (RPHJP) and activities relating to the social forestry programme.

In order to complete preparations for a new RPHJP document, a Forest Arrangement Team is set to be formed that will implement the block and plot division process in February 2023.

In terms of Social Forestry, various activities are set to be jointly implemented in 2023, including the following:

• Preparation of a Social Forestry Management Plan (RKPS) for Kampung Haha, which has obtained a permit for the Village Forest Scheme. This activity will be carried out after the RPHJP document has been approved.
• Issuance of processing production permits (BPOM) for non-timber forest products in FORCLIME-assisted villages, specifically Kampung Haha and Kampung Wendi. This licensing process will be implemented in May or June 2023 after the construction of a resort in Kampung Haha has been completed. This location will then become a production house for non-timber forest products.
• Completion of class-assessment processes for forest farmer groups (KTH). In the wake of recent mentoring, the KTH in FORCLIME-supported villages have experienced grade increases based on the various KTH Assessment Indicators set by the Human Resources Counseling and Development Agency (BP2SDM) at the Ministry of Environment and Forestry. The KTH assessment process will be undertaken around June - July 2023.

FORCLIME implemented a Training Needs Assessment (TNA) for Forest Management Unit (KPH) personnel in Papua and West Papua Provinces between September and December 2022. The results of this TNA were presented at the Makassar Environmental Training Center (Diklat LHK Makassar) on 19 January 2023, as the Provinces of Papua and West Papua fall within the service area of Diklat LHK Makassar. The TNA for the KPH operating in Papua and West Papua Provinces was carried out through the application of a capacity development strategy that included studies that were completed at the levels of both system and policy; organization; and individual/HR. The hope is that the results of this TNA will be used as a reference by the Center for Human Resources Education and Training for Environment and Forestry (Pusat Pelatihan SDM LHK), as well as by environment and forestry training centers across the region, the Provincial Forestry Service and various other stakeholders in order to develop capacity building programmes for KPH personnel working within the two provinces. Among the important topics of note that emerged during this presentation and discussion were: (1) The limited number of human resources available in comparison with the overall area covered by the forest management units; (2) The need to strengthen KPH capacity during the preparation of forest plans (inventory, forest management plans - RPHJP, etc.); and (3) The need to strengthen the capacities of human resources working at KPH so as to empower the relevant communities. Meanwhile, at the organizational level, the working relationship between KPH and other institutions also needs to be formulated more clearly, while the availability of adequate budgetary funds for the implementation of the Long-Term Forest Management Plan (RPHJP) by KPH also needs to be increased.

During the meeting, the Widyaiswara (lecturer) Coordinator at the Makassar Training Center, Dr. Sujarwo, S.Pd, M.Sc., expressed his gratitude for the results of the TNA, as carried out by FORCLIME. According to Dr. Sujarwo, the two provinces possess unique socio-cultural characteristics that require in-depth analysis and the application of the right approach.

As a follow-up to this meeting, a seminar will be held that will convey the results of this TNA to the invited Forestry Service and KPH from the two provinces, as well as the LHK HR Training Center, the Makassar LHK Training Center and the technical directorate in charge of KPH development.

In an effort to improve communication between Forest Management Units (KPH) in West Papua Province, the West Papua Provincial Forestry Service, supported by FORCLIME, held a meeting with KPH and CDK heads from throughout the province in Sorong, Southwest Papua on 20 January 2023. The purpose of this meeting was to discuss the creation of a forum that will be used as a medium for communication and coordination, as well as to share experiences and information regarding KPH in West Papua.

During the meeting, Mohammad Sidiq, FORCLIME’s Strategic Area Manager for Sustainable Forest Management, who also occupies the role of coordinator for the FORCLIME working area in Papua and West Papua Provinces, shared the various experiences and lessons that had been learned during the establishment of the KPH Forum in North Kalimantan and East Kalimantan. During his presentation, Mr. Sidiq discussed topics relating to the various functions and objectives that underpinned the establishment of the KPH Forum, as well as the benefits of the forum and the process behind its establishment.

The results of this meeting will be reported to the Head of the West Papua Provincial Forestry Service for further direction.
